Energy Saver North Carolina is a new, state-run program helping eligible homeowners improve their home’s efficiency, comfort, and energy costs through rebates. The program is live now in 15 counties in North Carolina, including Buncombe County.
What's Covered?
You could receive upfront rebates for upgrades such as:
- High-efficiency electric appliances (HVAC, hot water heaters, laundry, and cooking)
- Insulation, air sealing, electrical and wiring upgrades
- Other energy-saving improvements
These rebates act like instant discounts, paid directly to your contractor, so you don’t have to cover that portion of the project. If your income qualifies, you may be eligible for a full or partial rebate.
How to Apply for HOMES & HEAR Rebates:
- Visit EnergySaverNC.org to apply.
- Gather your income documents and 13 months of utility bills (electric and fuel). Submitting an application with all required documentation helps speed up the approval process.
- Once your application is approved, schedule your home energy assessment.
- Set up or access your Duke Energy online account (if applicable).
- Choose a contractor and get started on upgrades!
Need Financing to Cover Costs the Rebates Don't Cover Fully?
Buncombe County has partnered with Self-Help Credit Union to provide accessible, low-interest loans for eligible upgrades.

This is not an emergency repair program, and some homes may need to resolve health and safety issues before qualifying.
For Contractors:
Contractors play a key role in guiding residents through this process. You’ll be trained to:
- Help clients understand rebate and loan options
- Stack incentives (HOMES, HEAR, Duke Energy, Weatherization) for maximum savings
